Mr. Paul Newall is the Senior Technical Director for Partnership and Investment at ACDI/VOCA. In this role, he designs and leads projects that stimulate investment and improve access to finance. Paul has over 10 years of experience developing innovative financial solutions in collaboration with local partners, with a primary focus on digital financial services. He holds a bachelor's degree in International Relations from Michigan State University and a master's degree in Middle Eastern and Mediterranean Studies from King's College London. His education is complemented by certificates from the University of Oxford's Saïd Business School FinTech Programme and a course on Human-Centered Design from the Design and Innovation Agency (IDEO). Since May 2025, Mr. Paul Newall has been the Chairman of the Supervisory Board of the PF MCA Financial Fund "BT Innovations".

Mr. Hashmat Sayar Amarkhail has over 18 years of experience in the financial sector, development projects, and Islamic finance. His contributions span diverse areas, including programs for women's empowerment, stimulating economic development, and organizing civil society forums. Mr. Hashmat Sayar has successfully managed projects funded by organizations such as USAID, the EU, and other donors. He currently holds the position of President/CEO of the Afghan Rural Finance Company (ARFC), where he leads activities to provide financial services targeted at small and medium-sized enterprises (SMEs) and the agricultural sector. He holds two academic degrees and numerous certificates in Islamic finance, digital finance, and accounting. In addition to his commitment to professional excellence, Hashmat Sayar has linguistic skills in English, Turkish, Hindi, and Persian, which enhance communication opportunities at an international level. Since November 2023, Mr. Hashmat Sayar Amarkhail has been a member of the Supervisory Board of the PF MCA Financial Fund "BT Innovations".

Zheenbaeva Baktygul Zhanybekovna has over 38 years of experience in finance, banking, policy development, consulting, program management, project implementation, and operational activities in Kyrgyzstan. She has had successful work experience in Tajikistan and Kazakhstan. The implemented projects and programs were mainly focused on rural finance, agriculture and rural development, sustainable development, including governance and policy support (for decision-makers), regional development, and integration with risk mitigation measures. Baktygul Zhanybekovna has worked in the Government of Kyrgyzstan, the National Bank of the Kyrgyz Republic (the Central Bank), as well as in projects for International Financial Institutions (IFIs), including the World Bank, KfW, and the Asian Development Bank. She has conducted research, processed data, and carried out various assessments of program implementation in Kyrgyzstan. She has participated in programs in coordination with various stakeholders, including public and private organizations, NGOs, international development agencies, and independent experts. Since May 2025, Mrs. Baktygul Zhanybekovna has been a member of the Supervisory Board of the PF MCA Financial Fund "BT Innovations".
